Rochester Drug Co-Operative Appoints Chief Compliance Officer
CCO and Assistant Director of Compliance have extensive experience
(Rochester, NY) — Rochester Drug Co-operative (RDC) today announced it has appointed Julius H. Morton, MPA as its Chief Compliance Officer. He will report directly to the CEO and the RDC Board of Directors. In addition, the company is appointing James Place as Assistant Director of Compliance.
“We’re pleased that Julius and James are joining our management team at RDC,” said Joe Brennan, RDC CEO. “They will oversee our goal of putting into place a world class compliance program with DEA oversight that will be the gold standard of the industry.
Nationally, the volume of prescriptions for opioids and all narcotics increased dramatically with the opioid epidemic. With that dramatic volume increase, came an increase in suspicious orders. The Drug Enforcement Administration (DEA) requires distributors and wholesalers to monitor orders for suspicious activity and report those orders.

Julius Morton’s professional law enforcement career spans over 25 years of active service, as a detective-investigator and supervisor in the NYPD’s Narcotics and Organized Crime divisions; Federal drug and money laundering task force officer and Group Supervisor; and, most recently, as a pharmaceutical drug regulator and Diversion Investigator with the Drug Enforcement Administration (DEA). Julius, who holds a Masters Degree in Public Administration, will be in charge of all aspects of RDC’s compliance program. He will report directly to the CEO and the Board of Directors.
In addition, RDC has appointed James Place as the Assistant Director of Compliance. He has 24 years of experience as a DEA Diversion Investigator and over 3 years of experience as a Diversion Group Supervisor in the New York Field Division, New York City Office, the largest DEA office in the country. He has conducted numerous regulatory investigations, civil complaints and criminal drug diversion cases as well as managing and supervising Diversion Groups.
